the top is imposing rules and making no solutions.
yes the rules are there for the students' welfare, but so do they compromise the welfare of the students who bear the brunt of the supposed welfare rules. in the end, its all too rigid.
are rules there for the sake of being there ( since they are not well imposed at all with not much rationale)
or are the rules really working to ensure the so called objectives the rules hope to achieve?
now the former seems to be the case.
you are not at the ground level, not only do you not understand, you are making it even harder.
